RAM question

I know that you should always install RAM in matching pairs to enable dual-channel mode and get the most out of it, and I also read that unless you OC your RAM it'll run at whatever the lowest speed RAM is, but do these rules apply across the entire motherboard or only for each pair of slots?

For example, my mobo has 4 x RAM slots and at the mo I've got a matching pair of 2 x 4GB 2133MHz DDR3 sticks installed. I want to fill the remaining empty pair of slots, so ideally do I need to get two more identical (4GB 2133MHz DDR3) sticks for those or could I put bigger/faster/lower latency RAM in there just as long as both of the new sticks are the same?
