intel i7 4790k what speed ??

i have 1 should run at 4ghz ...but at present runnning windows update,eset is running a scan , ie is running along with playing video and asus ai suite 3
yet cpu speed is jumping from 800hz to 4.3ghz.....At least 1 or 2 cores keep jumping to 0 volts ...is this normal
